An End User Certificate (EUC) is required for controlled, dual-use or sanctioned-origin commodities. It names the true end user (not a trader), the goods and HS code, the stated end use and facility, and an explicit undertaking not to re-export, divert or trans-ship without prior written consent of the exporter and the licensing authority where applicable.
