HS Code for Petroleum Coke / Petcoke (HS 2713)

Petcoke is the solid carbon by-product of oil refining vacuum residue coking units. HS 2713 splits into green (uncalcined) and calcined petcoke - the latter feeding aluminium anode production. Sulphur content drives both price and regulatory exposure.

Regulatory checkpoints
  • · India: Supreme Court order (M.C. Mehta, 2018) as clarified allows fuel-grade petcoke for cement, lime and captive power; calcined petcoke imports run under an annual DGFT quota tied to aluminium, graphite electrode, TiO2 and carbon black end-users.
  • · EU REACH Annex XVII restricts PAH-containing carbon products in consumer articles.
  • · IMSBC Code Group C - non-hazardous solid bulk cargo but requires TML declaration.
  • · US EPA MACT for petcoke storage - fugitive dust controls in bulk terminals.

Frequently asked questions

Can India import fuel-grade petcoke?

Yes. The Supreme Court's 2018 order (M.C. Mehta v Union of India), as subsequently clarified, permits fuel-grade petcoke to be imported for use as feedstock/fuel in cement kilns, lime kilns and captive power plants. Calcined petcoke imports remain tied to specific end-users - aluminium anode manufacturing, graphite electrodes, titanium dioxide and carbon black - under an annual DGFT quota.

How do I evidence anode-grade classification at customs?

Calcined product with sulphur ≤ 3.5%, real density > 2.05 g/cc, and Vibrated Bulk Density (VBD) meeting anode plant specification. Certificate of Analysis by SGS/Intertek should reference the buyer's aluminium smelter as end-user.
