Billet is a low-margin commodity (USD 30-70/MT gross margin for re-rollers). At EUR 80/tCO2 and 1.9 tCO2/t embedded emissions, CBAM adds ~USD 165/MT - multiples of the trading margin. EAF billet from scrap-based mills (Turkey, India) becomes structurally advantaged over BF-BOF.
