Both are 10 ppm sulphur. EN590 is the specific European fuel-quality standard. ULSD (Ultra Low Sulphur Diesel) is the US grade under ASTM D975 S15. Cetane, density, and cold-flow spec differ slightly.

How is the Russian G7 price cap enforced?

G7 shipowners, insurers, and financiers may only service Russian oil / product cargoes sold at or below the cap (USD 60/bbl crude; USD 100/bbl premium products including diesel; USD 45/bbl discount products). Enforcement via attestations from traders and insurers.
