Understanding MPF and HMF Caps
The Merchandise Processing Fee (MPF) is calculated as 0.3464% ad valorem for formal entries, but it is subject to strict minimum and maximum caps (e.g., ~$32 to ~$635 per entry). The Harbor Maintenance Fee (HMF) is 0.125% of the cargo value with no maximum cap. Shipments under $800 (Section 321) are generally exempt from these user fees.
